But now that Adobe has gone with the subscription Cloud model I'm not sure that there is such a thing as a trial program that you can get.

If you don't have an Adobe program then I would normally suggest that you install a trial version of one, install Eye Candy, and don't worry about the trial Adobe program expiring. If you have an Adobe program (e.g., Photoshop, Elements, etc.) installed then, as mentioned above, just let Eye Candy install as it wants to and then point PSP to the install location (which will likely be Program Files>Alien Skin>Eye Candy 7 if you are installing the 64bit version).
